简要规格描述或项目基本概况介绍、用途：采购人拟通过公开招标的方式选定一家供应商提供辅助管理服务。主要工作内容包括：档案制作管理，暂定5000件，总页数约261600页；信访维稳辅助管理，暂定12000件；远程监控辅助管理协调，暂定1400次；浦东新区建设工地应急管理辅助，暂定2200次等。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: The purchaser intends to select a supplier to provide auxiliary management services through public bidding. The main work contents include: file production management, tentatively 5,000 pieces, with a total of about 261,600 pages; Auxiliary management of letters and visits to maintain stability, tentatively 12,000 cases; Remote monitoring to assist management and coordination, tentatively 1,400 times; Pudong New Area construction site emergency management assistance, tentatively 2200 times, etc. (For details, please refer to Chapter 3 Procurement Requirements)

合同履约期限：1年，自2025年1月1日起至2025年12月31日止。如本次中标单位非原服务商，待项目采购完成后由中标单位按成交价折算支付给原服务单位相应的服务费用，费用按成交总价/365*原单位服务天数计算。

The Contract Period: 1 year, from January 1, 2025 to December 31, 2025. If the winning bidder is not the original service provider, after the completion of the project procurement, the winning bidder will pay the corresponding service fee to the original service unit according to the transaction price, and the fee will be calculated according to the total transaction price/365 * service days of the original unit.

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation process, small and micro enterprise products will not be subject to price discounts.
